Housing & Community Development

Housing and Community Development addresses Aurora’s needs, goals and strategies regarding housing and community development. The city's Housing and Community Development Division is funded, in part, by various housing grants from the U.S. Department of Housing and Urban Development (HUD) to carry out its mission to create safe, decent and affordable housing and other community-based programs. The priorities developed in the city's five-year consolidated plan target a wide range of issues, from basic needs such as the availability of affordable housing for families and individuals, to overall community quality of life issues such as the reduction or elimination of blighting influences in Original Aurora, which is the city’s historical business and residential district. In addition, this plan identifies economic opportunities within the community, the provision of support services for all residents, and the prevention of homelessness.

Aurora Housing Programs

The programs, activities and strategies developed for this consolidated plan must address three overall goals established for the HUD formula grant programs. These national goals, which primarily target low to moderate-income persons, households or neighborhoods, are as follows:

Provide decent housing

Assist homeless persons to obtain appropriate housing 

Assist persons at risk of becoming homeless 

Retain affordable housing stock 

Increase the availability of affordable, permanent housing in standard condition, particularly to members of disadvantaged minorities, without discrimination on the basis of race, color, religion, sex, national origin, familial status or disability 

Increase the supply of supportive housing, which combines structural features and services needed to enable persons with special needs, including persons with HIV/AIDS and their families, to live with dignity and independence 

Provide housing affordable to low-income persons accessible to job opportunities

Provide a suitable living environment

Improve the safety and livability of neighborhoods 

Increase access to quality public and private facilities and services 

Reduce the isolation of income groups within a community or geographical area through the spatial de-concentration of housing opportunities for persons of lower income 

Revitalize deteriorating or deteriorated neighborhoods 

Restore and preserve properties of special historic, architectural or aesthetic value 

Conservation of energy resources.

Provide expanded economic opportunities

Pursuance of job creation and retention 

Establish, stabilize & expand small businesses (including micro-businesses) 

Provision of public services concerned with employment 

Provision of jobs involved in carrying out activities under programs covered by this plan to low-income persons living in areas affected by those programs and activities 

Availability of mortgage financing for low-income persons at reasonable rates using nondiscriminatory lending practices 

Access to capital and credit for development activities that promote the long-term economic and social viability of the community 

Empowerment & self-sufficiency opportunities for low-income persons to reduce generational poverty in federally assisted and public housing.
