Land Review Services reviews subdivision plats and site plans that have been submitted to the Planning and Business Services Department.
Land Review Services ensures that the plats are prepared according to city code and state statutes. An updated checklist is available to download further down on this page to assist in the preparation of plats, along with subdivision maps and plat amendments. Submittal Requirements
Based on timelines set by the Planning and Business Services Department for all projects, Land Review Services has broken down its reviews for the various types of projects and created checklists. These checklists will give you information on the number of reviews or submittals your specific type of project will be given and what must be included on each of those submittals in order to meet these new time lines.
These checklists are geared mainly toward the surveyor or CAD operator who is preparing the document. The information given in the submittal packet available for download is for Land Review Services only. Be sure to check with the other various city departments to see what they will require. If these technical requirements are not included in your submittals, your project may be rejected. This could cause major delays in obtaining building permits and cause the developer to pay additional reapplication fees.

Easements in Development and for General Purposes
Definition of an Easement
This is a grant or declaration of an area of land designated for a specific purposes. Typically, this is for utilities (wet), engineered grading, drainage and sidewalks, or for specific uses like traffic signals or trail paths, and generally, these easements run along streets and rear or side lot lines.
Cities, counties and utility companies have the right to access utility easements on private property to install, access and maintain utility services such as electricity, natural gas, water or telecommunications to benefit the property or neighborhood. Utility easements are created at the time a plat for new development is designed.

Release of an Easement
Changes to land use or redevelopment cause the need for an existing easement to be removed partially or completely. This is called a release. A vacation is the term given when a public street is needing to be removed. The Vacating Street process will be initiated by the Planning and Business Services Department.

Right of Way (Public Road) Easement Dedication
This is usually a city engineering request to declare land for the specific purpose of a public roadway or thoroughfare. This will be a fee transfer to the city by means of a Warranty Deed.

Revocable Licenses

A revocable license is required when a property owner would like to install private improvements such as a retaining wall, shed, flatwork concrete risers (steps), fencing or any other improvements that are easily removable. If it is determined that a particular encroachment is allowed in an easement, a revocable license for the encroachment must be obtained.
Revocable License Application Packet: $85.50
A revocable license may only include one lot and address for a residential property only. Multiple lots requiring a license must have separate applications for items such as risers; however, submittals for fencing crossing many lots or possibly a retaining wall with no breaks in it per lot crossing several lots would require a master license. Issuance will happen on a case-by-case basis as Exhibit A will guide the city in determining what type of license is needed.

Master License Agreement: $2,878
A master license is only applicable to one subdivision (two subdivisions may not be combined into one master license). Off-site encroachments not included in the subdivision for which the master license is granted require a separate license. In the case of multiple property owners within a single subdivision, a separate master license is required for each property owner.
Addendum to Master License Agreement: $652
An addendum may only be done with the property owner as notated on the master license. The addendum may only include those encroachments that are located in the same subdivision for which the master license was granted. If any new company not shown on the master license requires a license, that company must apply for a new master license.
