Aurora Water Design Standards, Specifications and Fees

Water and Sewer 2024 Fees Adjustments

Effective January 1, 2024, Aurora Water will be implementing changes to the water and sanitary sewer connection fee as charged by the Department per the City of Aurora Development and Connection Fee Schedule for all meter sizes serving indoor uses for single family detached, attached, multi-family and commercial water service connections.

Design Standards and Specifications

Effective Feb. 15, 2024 Aurora Water implemented a revised edition to the standards and
specifications manual. This document provides construction and acceptance standards for public and private
water, sanitary sewer and storm drainage infrastructure.

Notable revisions to the specifications include:

  • Critical Infrastructure definition and crossing requirements were added.
  • Warranty for Aurora Water infrastructure was updated from one to three years.
  • Fire Flow requirements for Industrial Use was updated to 4,000 gpm.
  • Clarified requirements for subsurface utility engineering and pothole pre-design.
  • Water main disinfection and testing procedures were updated.
  • Added training requirements for all work on the Aurora Water reclaimed water system.
  • Provided new detail regarding Inside Drop manholes.
  • Revised the Banked Meter to provide individual points of connection.
  • Clarified the Water Line Lowering detail regarding the use of rebar restraints.
  • Revised Car Wash Standards to require a minimum 75% water recycling for automated in-bay and conveyor systems.

As-Built drawings are required at initial acceptance for public and private utility infrastructure installation. Review and approval by the Aurora Water department is required for initial acceptance.

Storm Drainage Criteria

Effective November 9, 2023, Aurora Water implemented a revised edition of the Storm Drainage Criteria. This manual is used in planning and design stages because most development requires that resultant drainage is considered part of the planning and design. The previous (October 11, 2010) version has been completely reorganized and rewritten to incorporate the latest science and engineering practice, and to better align with Mile High Flood District criteria.

Major changes include:

  • Defines Structure Selection Reports.
  • Explains the procedure for variances.
  • Elaborates on the foundational ideas used to create this Manual and employed during the drainage review process.
  • Lists and explains watersheds that have special requirements.
  • Clarifies when detention and water quality are required, with numerical thresholds.
  • Updates and explains floodplain requirements, policies and procedures to match the floodplain ordinance adopted on November 25, 2013.
  • Incorporates NOAA Atlas 14 as basis for rainfall depth-duration-frequency and intensity-duration-frequency data.
  • Incorporates new analysis of imperviousness associated with different land uses and surface types. Additional guidance given on landscaping, gravel, and solar panels. 
  • Method for determining runoff coefficients now uses percent imperviousness and hydrologic soil group to calculate coefficients, consistent with the approach in the MHFD Manual.
  • Updates the criteria related to allowable spread and depth for street flow capacity. 
  • Distinguishes between major drainageways, minor drainageways, and swales/ditches, and the corresponding design requirements for each.
  • Provides criteria for culvert inlets, outlets, safety grates, and emergency flow paths with reference to the MHFD Manual. 
  • Eliminates the requirement of one foot of freeboard between the 100-year water surface elevation (WSEL) and the spillway invert. Freeboard is still required 
  • above the emergency overflow WSEL when the spillway is discharging. 
  • Adopts “nested” approach for water quality capture volume (WQCV), excess urban runoff volume (EURV), and 100-year storage volume (i.e., the WQCV is included as a part of the EURV, and both the WQCV and EURV are included as a part of the 100-year volume).  
  • Adds guidance for detention facilities near airports.
