Neglected or Derelict Properties

In June 2025, the Aurora City Council passed an ordinance giving the city enhanced tools to gain compliance from property owners whose buildings or properties meet specific criteria to be deemed neglected or derelict.

The Neglected or Derelict Building or Property Ordinance establishes an administrative process that allows the city to take action when conditions at a property pose a risk to the health, safety and welfare of the surrounding community.  

In order for a building or property to be entered into this process, it must meet specific criteria. Those criteria include but are not limited to:

  • The property has not been lawfully occupied for three consecutive months, is partially or entirely boarded up and there is no evidence of ongoing construction activity.   
  • The property is not lawfully occupied and has been in violation of any provision of city or state law three separate times over the last two years. 
  • The property has been in continuous violation of any city or state law for at least six months with no evidence of construction activity or corrective action. 
  • The property is not lawfully occupied and has gone at least a year without paying a city utility bill.  
  • The property meets the city’s definition for a neighborhood nuisance. 

The overall safety of a property is considered in all determinations of whether or not a property is neglected or derelict. 

The ordinance also requires the city to maintain and publicly available list of properties that are currently deemed neglected or derelict. That list is available below. It is updated monthly.
