What is the Blue Envelope Program?

The Blue Envelope Program is a community safety initiative designed to support community members with a disability, sensory sensitivities, communication challenges, anxiety, or other neurodivergent conditions.

By providing clear, visible signals, the program helps reduce misunderstandings and promotes safe encounters between community members, law enforcement, and first responders.

The program supports several important goals:

  • Promoting Awareness: The Blue Envelope equips officers with quick-reference information that helps them better understand the needs of community members, fostering greater empathy and more respectful interactions.

  • Reducing Stress: Traffic stops can be overwhelming. The envelope acts as a signal to officers to adjust their approach, helping ease anxiety during these encounters.

  • Improving Communication: The envelope includes simple, practical tips for officers, supporting clearer and more effective communication, even in potentially tense situations.

  • Supporting Readiness: For drivers with additional support needs and their families, the envelope is a proactive tool. It helps organize key documents and prepares individuals for how to use the Blue Envelope during a traffic stop, offering a greater sense of control.

The Blue Envelope is more than a simple tool, it reflects APD’s ongoing commitment to inclusion and meaningful communication.
