Roadway SpecificationsRoadway Specifications are widely used by developers, consultants and contractors for the purpose of ensuring that their design and construction improvements are up to city standards. They also define plan submittal requirements and technical criteria for design.

2025 Roadway Design & Construction Specifications, Effective Date January 1, 2025

The final 2025 Roadway Design & Construction Specifications are available on the City’s Outreach Website, here: https://engageaurora.org/RoadwayManual

The City has published the final version of the 2025 Roadway Design & Construction Specifications, as of October 1, 2024.  The effective date of the Specifications is January 1, 2025, and new civil plans are submitted to the City after January 1, 2025 will be required to adhere to the 2025 Roadway Manual.



Drainage Criteria Manual and Forms

Storm drainage design and technical design responsibilities are now under Aurora Water. Visit the Aurora Water Design Standards, Specifications and Fees webpage on the city's Development Center for the Drainage Criteria Manual and its associated forms.


Traffic Impact Study Guidelines - June 2015

Not all projects require a traffic impact study. The Applicant should review the Pre-Application notes for the project to determine if a study is required. If a traffic impact study is required it shall be stamped by a registered professional engineer and submitted with the Development Application.

The final 2025 Traffic Impact Study Guidelines are available on the City’s Outreach Website, here: https://engageaurora.org/RoadwayManual. Projects submitted to the City for Master or Site Plan after January 1, 2025 will be required to adhere to the 2025 Guidelines.

Material Prequalification

Materials Lab ThumbnailIn accordance with the City of Aurora Roadway Design and Construction Specifications, any material used in the right-of-way must be approved prior to use. Material that has not been approved prior to use in the right-of-way is subject to rejection. Posted are the current approved materials for use within the city of Aurora (effective 2018-2019). Additional items may be added at a later date.

If you would like to submit your product for evaluation to be added to a pre-approved materials list, please reach out to [email protected] and submit appropriate backup documentation supporting the proposal. 

Testing Requirements

The Materials Lab evaluates and verifies that materials used in roadway and utility infrastructure construction meet or exceed city standards and specifications. It also provides quality assurance and quality control materials for testing asphalt, concrete and soils for city-funded projects.
