Inspection and Maintenance Plan (I&M Plan)

Owners Required Annual Reporting Information

Per city Code owners are required to submit annual reporting of SCMs. The following is provided to assist owners and landscapers in maintenance and annual reporting:

  • Stormwater Control Measure Inspection and Maintenance (I&M) Report Instructions
  • Inspection and Maintenance Field Guides
  • Inspection and Maintenance Report (reports shall be submitted to Environmental Services Water prior to March 31 of the following year)

Aurora Water Owners Guide to Storm Control Measures (SCM) Maintenance

Stormwater Control Measures (usually just called SCMs) are facilities that are designed and constructed for a developed property to manage its stormwater runoff. SCM reduce flooding, erosion and pollution problems caused when buildings and pavements replace natural landscape. Other stormwater reference material, including older operation and maintenance plans in Aurora, may refer to storm control measure as permanent best management practices (BMPs).

A virtual book developed to assist owners and those maintaining SCMs:

  • To understand function and components of SCM.
  • Identify SCMs on your property.
  • How to conduct routine maintenance of SCMs.
  • Required annual reporting of SCMs to city.

Instructions for submitting the I&M plan

The I&M submitted with the civil plans shall be one PDF document that includes all of the following:

  1. Stormwater Facility Maintenance and Access Agreement - to be filled out by the engineer and signed and notarized by the owner.
  2. I&M Facility Map – included as Exhibit A. This is an overall map locating  SCM’s and Channels.
  3. I&M Facility Plan – include as Exhibit B. The plan shall provide inspection and maintenance personnel design detail to assist is location of functional components of the SCM’s and channels. For manufactured treatment devices, underground detention and other proprietary facilities, the manufacturer provided owner’s manual and maintenance information shall be included as additional information with Exhibit B.
