Authorities

Pursuant to the city's model service plan, districts are given the option to create or join an authority. The authority's purpose is to use ARI mill level revenue for the operation of the authority and for the planning, designing, constructing, installing, acquiring, relocating, redeveloping or financing of regional improvements.

Within the city, there are various categories of authorities:

Statutory Regional Transportation Authorities
(C.R.S. 43-4-601, which allows counties and cities to cooperate for the purposes of financing and constructing transportation systems)

Aerotropolis Regional Transportation Authority (ARTA)

Parties include city of Aurora, Adams County and Aerotropolis Area Coordinating Metropolitan District

Maintenance Organizations

Separately, some metro districts have decided to organize amongst themselves and create an organization and maintain specific project amenities ("maintenance organization"). These "maintenance organizations" are not any authority as required in the model service plan. These "maintenance organizations" should not use the ARI mill levy revenues that are imposed by a metropolitan district. Additionally, the city is not a party to the organizational process to form these organizations. For questions regarding these authorities, please contact them directly:
